During the Clinton-Lewinsky fiasco I think Flynt claimed he had inside sex info on some congressmen which eventually lead to the Henry Hyde outing. I wouldn't be surprised if the 5 billion does not double to 10 billion when it's allocated!
From an economic point of view, the big question with any government expenditure is, "is this way of spending the money better than the way the taxpayers would have spent it if you hadn't taken it away from them?" In this case, they may well be giving the money to the same people the taxpayers would have given it to.
